Found on the Delcampe website:Rare and beautiful bronze medal by Belgian sculptor Joseph Witterwulghe (1883 in Brussels / 1967 in Uccle) for St Michel cigarettes (Belgian tobacco). Art Deco" period (1920/1930): truly typical Art Deco decoration.
