In 1907, Nippon Kaiji Kyokai issued the Imperial Volunteer Fleet "Sakuramaru" (Meiji 37) Imperial Volunteer Fleet Construction (1907). First ship of the newly built volunteer fleet, launched on June 6, 1909 Mitsubishi Shipbuilding's Sakura Maru is also the first ship to be equipped with a domestically produced marine turbine. In times of war, a volunteer fleet would be organized and serve as part of the Imperial Navy. In order to carry out the project, the ship required approximately 15 million yen from the population and raise funds in the same manner as the Red Cross Society.
