Civil colonization began in Algeria in 1835. By 1848, 100,000 settlers were installed. Between 1848 and 1850, 42 colonization villages were created, in accordance with the colonization laws, including Marengo (currently Hadjout), El Affroun, Saint-Cloud, Guelma, Mondovi and Castiglione.
