The Constituent Assembly met in Sucre on the 16th June 1839, proclaims Constitutional President to General José Miguel de Velasco. On October 26, 1839, the fourth was promulgated40 Political Constitution of the State, marking the 28th of October 1839, for the swearing in of the new Constitution in solemn act by the Deputies and the President of the Republic.
