Guillaume Royhier, born in Dijon in 1529, was a lawyer and doctor of civil and canon law. He was elected mayor of Dijon on June 21, 1581. By deliberation of February 9, 1582, he was granted the title of Baron of Ampilly, Champseuil and Lochère. Guillaume Royhier was again elected mayor on June 21, 1584, and re-elected in 1585 and 1586.On June 20, 1584, Parliament issued an important ruling on the election of the mayor; guard corps were established and a gallows erected by order of the aldermen to prevent unrest and brigands. In July 1585, the plague again ravaged Dijon, and in view of the imminent danger caused by the contagion, the Parliament was closed and the mayor and aldermen were ordered by court decree to compel all plague victims to leave the city and retire to the Larey meadow, in accordance with the rules of public safety. The same precautions were taken in July 1586, as the contagion had not yet ceased.
Guillaume Royhier was a zealous Ligueur and a resolute opponent of Henri IV: "Royhier believed that it was more appropriate to surrender to the Turk than to recognize the King"; his motto concerning the King of Navarre was: "Roy hier, demain rien".
His coat of arms bears Or, a saltire Gules, in chief a mullet, in base a crescent.
