Charles X, grandson of Louis XV and younger brother of Louis XVI, is also known by his title of Comte d'Artois. He succeeded Louis XVIII on September 16, 1824. He was the last king to be crowned at Reims, on May 29, 1825. His reign began with a number of unimplemented liberal measures. On April 28, 1825, a law was passed to compensate émigrés to the tune of one billion gold francs. In November, General Foy's funeral was the occasion for a liberal demonstration. Villèle, Prime Minister since December 1821, dissolved the Chamber, but found himself with a strengthened liberal opposition. He took reactionary measures, such as the bill to compensate émigrés to the tune of a billion gold francs, and the dismissal of the National Guard. On January 4, 1828, he was replaced by Martignac, who tried to calm the situation. But he was quickly dismissed on August 6, 1829 and replaced by Polignac, a representative of the ultras. The Battle of Hernani on February 25, 1830 marked the start of the Romantic Revolution. The King dissolved the Chamber on May 16, 1830, but the new Chamber elected in July once again had a liberal majority. Charles X then promulgated four ordinances aimed at limiting the powers and freedoms of the Chamber and suspending the Charter of 1814. This provoked the revolution of July 27-29, better known as the "Three Glorious Ones". On August 2, 1830, Charles X abdicated in favor of his grandson Henri V, after appointing Louis-Philippe lieutenant-general of the kingdom. However, to respect dynastic laws, he abdicated first in favor of his son, forcing the latter to do the same afterwards.
