The last negotiations to end the Spanish-Dutch war took place in Cologne in 1580, without success. The Dutch then produced the above token, on which the figure with the cross represents the Pope and the other the King of Spain. The insignia on the ground shows Holland or Belgium, to whom the King of Spain made deceptive promises of peace, holding out an olive branch to soften or even subdue them, so that he could then bind them, repentant, in the old bonds.
