Appears to be a parking token for the Northwestern Bank in Boone, N.C.
One of the only references to the token is from a 1967 newsletter (https://vecturist.com/wp-content/uploads/2019/11/1967.pdf) of the The Fare Box, a monthly newsletter for transportation token collectors. They reported that it was a difficult place and the bank was not willing to send them a token. The bank was on King Street in the building that is now town hall.
