It is a mule as they are obverses from two separate coins.The first side is from a penny of one of the Saxon kings, AEthelstan (Spink number 1093).
The other side is a "St Peters Penny", with the Sword of Peter, Thor's Hammer, and the legend "SCI PETRI MO" (Spink number 1014), struck circa 919-925 AD by the Viking colonists in York. The legend is abbreviated Latin, for Sancti Petrus Moneta, St Peter's Money.
During 1980-81 two Viking-age coin dies were found in York Archaeological Trust's famous Coppergate excavation. The two dies found were for the head side of two different coins, so the replica coin has, in fact, got two heads.
