The award was instituted by the President of India vide President Secretariat's notification dated 23 February 1962 with the award deemed to have come into effect from 01 January 1959.The medal is awarded to members of police forces and central security organisations in recognition of service under conditions of particular hardships and / or severe climate. The eligibility is those who have performed an aggregate of one years' service after 01 January 1959 on effective strength of a unit / formation / air unit located within the following areas:
1. Indo-Tibetan border
2. Jammu & Kashmir
3. Assam (districts of Mizo Hills and some other defined areas)
4. Nagaland
5. Manipur
6. Tripura
7. Gujarat (Rann of Kutch, land and sea outposts in Kutch and Banaskantha districts)
8. Rajasthan (border outposts)
9. Uttarakhand division of Uttar Pradesh
10. Himachal Pradesh (districts of Kinnaur, Spiti and Lahaul, and pargana of Sarahan)
11. N.E.F.A. (now known as state of Arunachal Pradesh)
12. West Bengal (some checkposts and vigilance posts on Indo-Nepal and Indo-Bhutan borders)
13. Andaman & Nicobar Islands (some areas)
14. Meghalaya (all border outposts)
15. Sikkim
16. Punjab
17. Chandigarh
Members of the Special Protection Group are also eligible for the award on completion of their normal prescribed service with the SPG.
Those serving more than 1 year, shall be eligible for first bar to the medal on completion of 2 years and a second bar on completion of 5 years of eligible service. The maximum number of bars is two.
