In 1240, Louis IX, who wanted to get rid of the Italian navy's stranglehold on transporting troops for the crusades, took an interest in the strategic position this location represented for his kingdom. At the time, Marseille belonged to his brother Charles d'Anjou, Count of Provence, Agde to Raymond VII, Count of Toulouse, and Montpellier to James I, King of Aragon. Saint Louis wanted direct access to the Mediterranean Sea. He obtained the town and surrounding lands from the monks of the Abbey through an exchange of properties. The inhabitants were exempted from the gabelle, a tax levied on salt, which they could take without constraint61. He built a road between the marshes and the Carbonnière tower to serve as a watchtower and protect access to the town. Saint Louis then built the Tour de Constance to house his garrison. In 1272, Louis IX's son and successor, Philippe le Hardi, ordered the further construction of ramparts to completely encircle the town.
