As soon as the first World's Fair was held (Great Exhibition of the Works of Industry of All Nations, London, 1851), the governments realized that behind the technological stakes lay a political showcase that it would be a shame not to take advantage of. By demonstrating its industrial know-how, the country hosting the exhibition signified its advance and superiority over the other European powers that ruled the world at the time.
With this in mind, France hosted the Universal Exposition on several occasions, such as in 1855, 1867 and 1878. Jules Ferry, President of the Council from 1883 to 1885, decided to revive the idea of a new World's Fair in France. On November 8, 1884, he signed a decree officially instituting the holding of a World's Fair in Paris, from May 5 to October 31, 1889.
