The construction of the Calais Town Hall was provided for in the decree of January 29, 1885, which authorized the merger of the communes of Calais and Saint-Pierre. Work began in 1911 under the administration of Emile SALEMBIER, and continued until the First World War.

Suspended during the war, the Hôtel de Ville was completed in 1923 and inaugurated on April 12, 1925 by General ALVIN, representing the Minister of War. The building was designed by Dunkirk-born architect Louis DEBROUWER, who pioneered the use of reinforced concrete. No expansion joints were used.

The architecture blends Flemish and Renaissance styles to great effect. The town hall features magnificent stained-glass windows depicting the liberation of the town by the Duke DE GUISE in 1558, as well as a painting by Jeanne THIL depicting the devotion of the Burghers of Calais and busts of Henri de Guise and RICHELIEU.

The belfry, whose massive, closed head houses a four-dial clock and a carillon singing the tune of La Gentille Annette by BOIELDIEU (French composer 1775-1834), is a 75-meter-high square tower of red Kortrijk brick and white stone. It is connected to the main body of the building by an arch. The upper part is decorated with four gilded knights that fix the cardinal points.

The top of the tower features a multitude of belfries and a slate roof. The weathervane represents a dragon, guardian of treasures in ancient times. The Belfry is open to visitors.
