This is considered a Patriotic medal of Kaiser Wilhelm II, who in the 19-teens was fighting WWI. He must have sensed his reign as Kaiser was about to end and in desperate hope he was trying to give a feeling of patriotism to his nation by issuing medals like this to remind them of his father and grandfather, the two Kaisers previous to him. It is specific to Prussia, the largest province of Germany which he and his fathers were from, yet he was Kaiser of all of Germany. Sometimes called the "Founders Medal" as the two Kaisers on the obverse were credited for unifying Germany in 1871.
