The medal commemorates the release of a 5c USA postage stamp at Expo ‘67 (Canada’s Centennial) in Montreal.

The letter “R” on the obverse may either represent the mint or the engraver (possibly Heinz Rodewald, or someone else, of the period), in West Germany.
