In the city of Emden every citizen that was catholic and had more than 3000 thaler or a house in their possession was voted by the mayor to take care of financial decisions and control financial transactions in the city till their deaths. Until 1815 there were 40 of those chosen and from 1816 to 1866 they were 24. These medals were given to those wealthy individuals as a gift by the Mayor of Emden for their help.
