The provincial seal shows Buddha, represented by the famous Buddha image enshrined in Wat Si Khom Kham, called Phra Chao Ton Luang. Behind the image are seven flames showing the glory of Buddha. In front of Buddha is a bowl and two ears of rice.https://en.m.wikipedia.org/wiki/Phayao_province
