In the center a scene of a meeting of the Captains Regent in their costume ceremony with the President of the Italian Republic Sandro Pertini. Behind the President is a group of people. At the top is some parts of the fortifications of Monte Titano and on the left ls the Statue of Liberty.

Angelo Biancini studied at the Art Institute of Florence, where he had Libero Andreotti as his teacher. His first solo exhibition was in 1932 and he also partesipateducation in the Venice Biennale of 1934. He was later a teacher in Faenza at the Institute of Art and Ceramics.He has incorporated the influences of nature lesson, that of cubistica and primitivism. He was in business for more than half a century tending to complete his personality through "primitive ancestry." So this is an authentic Romanesque stone mason. He has disseminated the works out of his hands for museums, collection, for the cathedrals and squares of the entire world. The criticism it was unanimously favorable. It was called to be part of many important academies, including that of San Luca in Rome.
For the Republic of San Marino he modeled in 1981 commemorative medals of Pizzetti musicians, Offenbach and Ciajkovski and the following year the ordinary coinage that has been dedicated to social achievements, the rights of men and the fruit of their shrewd, courageous and consistent struggle for progress.
