The medal was produced for the British Empire Union by the Royal Mint to commemorate Empire Day on May 24th being the anniversary of Queen Victoria's birth. The Empire Union was founded in 1916 to celebrate and promote all things British.
Recorded by Giordano as issued in 1928 (a separate medal with different reverse was issued in 1929). Often seen with additional date bars for subsequent years.
