Comment
Romanov RRU 159After the suppression of the Polish January-Rebellion of 1863, the Russian administration started to begin with the longtime planned structural reforms, of which the central part was an agricultural reform, which was intended to create more positive feelings among the Polish country population towards the Russians (in contradiction to the traditional negative feelings of the Polish population of the Polish cities). Therefore, among other reforms a nearly autonomous active administrations was created. For merits during these reforms Emperor Alexander II (1818-1881) with Ukase of February 19, 1866, created the two class (in gold and in silver) medal, which in gold was conferred upon the highest authorities in charge of the reform, and in silver upon the members of the reform-committees.
