The museum opened in 1962 in the dungeon, which was closed in 1972 due to the dilapidation of the building. In 1975, a project was launched to create the Musée de la mer pour l'Atlantique. This project included a cultural section based inside the citadel, and a museum afloat located on the pâtis (a project to excavate the grassy parts of the citadel.) The first works began around 1980. Firstly, the most recent structures were demolished to erase the traces left on the citadel by the 19th and 20th centuries, and restore it to the appearance it had had during the revolutionary period.
