In 1544, the administration of the city of Paris' poor was entrusted to a Bureau des pauvres: the public administration thus took over from the clergy the role of assisting the most destitute. The Bureau was made up of six members of Parliament, six lawyers, one member of the Chambre des Comptes, two canons, three parish priests, four procurators at the Châtelet and sixteen notables. From among the wealthiest burghers was chosen a receiver of the poor, elected for two years and charged with collecting the various taxes established for this purpose.
