Made by a machine at Oak Ridge National Laboratory in the mid 60's as souvenirs. Many varieties exist based on the dime inserted into the machine. The dime would be inserted into the machine and then be irradiated for a few seconds before being put near a geiger counter to show its radioactivitiy before being handled by an assistant with gloves and snapped into a case and handed to the visitor.https://www.orau.org/ptp/collection/medalsmementoes/dimes.htm
