HT-69 is a muling with both sides being anti Jackson and Van Buren. It's obverse is the same as the obverse of HT-70 with H below the safe. H is for Edward Hulseman who cut this die in 1833. The reverse of HT-69 is the same as the obverse of HT-21 and HT-22 which have no lightning in the sky above the ship. It was likely made around 1837. It is a readily available R-1 with over 1250 known.
