Webb's Congress Hall Hotel was opened in 1832 and welcomed travelers, private families, and merchants. It had a large dining room for up to 150 persons. It had moved to a different address by 1835, indicating that these were minted between 1832 and 1834. HT-337 tokens are copper are more common (R-3) and identical in design to HT-337A which are brass. HT-338 is copper and rare (R-7, 7-12 known) and identical except is has a period after GENERAL on the reverse.
