The proposals had to be sent to the Cadre Department at the Council of Ministers of the GDR by June 15, 1989. The award itself took place at party events on the 40th anniversary of the founding of the GDR in combines, companies and cooperatives, and in scientific and cultural institutions.

The gold-plated medal with a diameter of 30 mm shows the state coat of arms of the GDR across its entire obverse. The lapel of the medal shows the five-line inscription: FOR / MERITS / FOR THE GERMAN / DEMOCRATIC / REPUBLIC. The medal was worn on the upper left side of the chest on a red-covered clasp, in the middle of which was a small gold clasp with the inscription: 1949-1989. The interim brace was of the same quality
