Medallion of poor quality, probably struck in large numbers. It's not specified which festival it refers to, but it's worth noting that it was during the reign of Albert 1st that the events and festivals commemorating the centenary of Belgian independence took place (1930, the King died in 1934). Perhaps these medallions were struck for the occasion...
