Comment

By Sovereign Order of March 8, 1900, Count Léopold Fernand Balny d'Avricourt (1844-1930) was appointed Extraordinary Envoy and Minister Plenipotentiary of H.S.H. the Prince of Monaco to the Government of the French Republic in March 1900. In 1918, he signed the Treaty of Paris with France which modified the conditions of the Franco-Monegasque Treaty of 1861. This Treaty of Paris was modified again in 2002.
