Herman Heusers (1872-1938) died long before this medal was struck. Indeed, the fact that the legend is only in French probably indicates that the medal dates from the 90s, after the regionalization of agriculture in Belgium in 1994. Before that date, agriculture was a federal matter, and the legend should have been bilingual...
The name Herman Heusers is associated with the workshop created by Paul Fisch in 1827, which still exists today. The workshops that produced these medals regularly used old dies according to the customer's wishes... Similarly, medals bearing the bust of Leopold II signed by Hart can be found produced long after the workshop founder's death.
