There are variations of the way the fineness is displayed, sometimes with 3 nines and sometimes 4. But a scan with a Sigma Metalytics reveals fineness is only 900. This is because the ingots were made in the 70s from scrap silver recovered from a newspaper photo-lab when the price of silver increased significantly in value. They were sold in a numismatic publication for around USD$25 each. they soared in popularity when they were sold at coin shows in Hong Kong.
There are variations of this bar with GR or stamps of King George the Sixth. These are known duplicates and fakes from China. The shape of the bar is very specific because the artist only had 1 casting mold. Any other shape and weight was never made by the original creator.
The artist is also responsible for the Irrawaddy Burma and 1 other rarer bar related to the newspaper company.
