Holed tokens like this were designed to be used in amusement machines (usually slot machines). Whole/Solid coins (United States .05s) would be pushed in one bin by an internal mechanism with tokens then falling in another allowing the proprietor to divide the actually coins from the tokens. The reverse on this token is a common pattern found on many slot tokens of this period. Such machines were not outlawed in the United States until 1951.
