The Nuremberg Castle (burg) was built around 1040 on a hilltop (berg) by Duke Henry III of Bavaria. Confusing as that might be having two meanings (and two spellings) of the same sounding word (homophone), understand that it was very common that medieval castles were built on hilltops for the obvious tactical, defensive advantage.

From its humble beginnings, the castle rose to become one of the major medieval castles in Bavaria and all of Germany. After one particular expansion, it became the Kaiserburg Imperial Castle.
