It's a consumption token for Jumbo Dancing in the city Oldenzaal, the Netherlands.Usually one had to buy these tokens beforehand. During the evening dancing you'd pay for your drinks with one or more of these tokens. The term "Braspenning" probably also refers to this. "Penning" is token, penny; "brassen" is a slang Dutch word best translated here as "binge eating and drinking".
Jumbo was a famous Dutch dance club in the '80s and '90s. The band Metallica played there. During the height of the club's popularity, a special bus was run to and from Amsterdam.
