Originally called Paradise Valley, miners and trappers began arriving in numbers after the Civil War. The first permanent settlers came in 1871. A Russian man setup a trading post called Moscow, in honor of his native city, a mile away from Paradise Valley. The Russian man also setup the post office so the town became know as Moscow. With the business district being formed in 1875 and the Oregon Railroad and Navigation Company's line coming through the city in 1890, Moscow quickly became the hub for the fertile Palouse region.
